Some Houston Police Officers from HPD's Marshal's Division claim they're being discriminated against because they're Hispanic and Black. They made the allegations to the Insite in this email. Now, while the email is anonymous I know who wrote it. They feared retaliation on the job and so they chose to conceal their identity. The Insite sent a request to HPD for a response. I was told they'd try to have a statement by Wednesday but so far that hasn't happened. So with 24 hours on the clock here is the allegations from the Houston officers who say they're getting the shaft because of their skin color...Read and respond appropriately:
The Email of alleged racism:
I am writing to advise you how the officers from the Houston Police Departments Marshal's Div. were discriminated against. About 65% of the officers from the Marshal's division are minority. We were advised by Assistant Chief King that we were going to be disbanded back in December during our Christmas party. Assistant Chief King then advised us to find our own home where we would like to get transferred to and offered us the option to get additional training in other fields,and also promised us a list of all the openings in the department. Needless to say we never did get a list of all of the openings within the department, but the officers from the jail division who the majority were Anglo race did get a list of all of the openings in the Houston Police department 2-3 weeks in advance before they were transferred from the jail to patrol. We at the Marshal's Division again met with Assistant Chief King at our office where again she promised us a list and again advised us to find a home. Assistant Chief King nor her office after our last meeting never again mention to us when the disbandment would occur. The officers who did find a home and followed Assistant Chief King's advised were not able to transfer to patrol like advised and are now being involuntary transferred to a patrol station of the police departments choosing and not our own. We had no choice but to pick from a very limited list offered to us by the Department. It saddens me how the Houston Police Department could treat some of their veteran officers without any kind of respect to them and their families. We now have to change our entire lives around due to the change especially since the majority will now loose there weekends off and have to start over with days off during the week where they would have to spend quality time with their kids during school days to where they use to spend their entire weekend with the family. But like Assistant Chief King stated the department only promised you a paycheck and two days off. What a statement from one of our leaders. Just as a side note, after she told us at our party that we were going to be disbanded the majority of the officers were black officers. After the meeting all of the officers including the Anglo officers got together and talked about the disbandment. Some of the Anglo officers along with the other officers picked up on how Assistant Chief King was talking down to the minority officers and basically calling them lazy.Anonymous Houston Police Officer

When I had to goto court in the past, all those officers did was sit there and complain. Im sure they wanted the job of sitting on there butts all day and looking around and now they want to complain about having to go back to work. Go do what you are suppose to be doing!!If most of the officers are minorities and they chose to work there, then yes they are lazy, I'm sure the white officers are lazy too. If your lazy, what does color have to do with it?
You were told in December and it is now July. You cant find another division within HPD to go into in a 6 month span. That is a security guards job. Stop crying and go be the real police

Well, let's bitch and moan to get our way...tick tock, tick tock, well, months later that has not worked, lets see...Oh! I know! Lets pull out the ol' race card because that is what people of our "type" always do to get something for nothing. And, after all, the department has showed the great lengths it will go to to pander to "minority" officers who want to complain untill they are given some kind of freebie. What a joke. I am absolutely embarrased by this.
Isiah - insteading of trying to find a new home, these guys sat around, complained, and tried to fight the system. There are openings all over the department and most might even have their weekends back had they transferred to another division and waited for the postings. On the other hand, most officers with similar years on in patrol do not have weekends off. It is time to stop playing security and start being a police officer.
These guys never explained HOW they were being disciminated against - their unit is being disbanded and now they have to find somewhere else to work. Get out and start looking instead of sitting around and complaining for the last seven months. Also, have these guys ever been in patrol - why the need for training? If you wear the uniform, badge, and gun then you should at least know how to be a police officer.
When all else fails, play the race card. How about the 20 year veteran street officers (all races) who don't complain? I find it hard to believe that is how it actually went down. The marshall's office usually sit there and answer the phones from other officers who have caught people with city warrants. The phone operators pull the warrant and confirm it. That's generally how they clear warrants. With the controversy of HPD's manpower shortage, and spending on overtime programs, why use police officers for a function that a handful of civilian clerks can handle?
Well boo hoo !!! You have known for over 6 months that you needed to find another position in the department. Why did they all wait until all the positions were gone?

I been around her when she was the rank of a officer. I not surprised of her behavior. She has just masked her self better now that she is a Asst Chief. I have personally seen how she would treat minority suspects back 20 years ago when she was a officer. Let me tell you, I am white and I was shocked to see how she would talk down to minority suspects.

Let's see....told at their Christmas party what a great job they've been doing, but they could be better utilized to support DWI and aggressive driver enforcement. Then, transfers were frozen in March. No one could go anywhere courtesy of King herself. Then King goes on television and lies about their productivity, numbers which are readily available for public viewing. King then makes several untruthful statements about how the transfer list would be handled and when it would be available. In fact, it didn't show up until after the division was disbanded. HPOU leader, Gary Blankenship, is caught in a lie about conducting secret meetings with Asst. Chief Oettmeier that sold out the people he's supposed to represent. Nice going, Gary, or should we just call you Hans Jr.? Not surprising for a union which supports embezzlement. Losers leading on one side followed by losers leading on the other.
To all of the King's cronies who conveniently replied in lock-step: As far as the whining goes, I've never heard more whining than from a patrol officer. After all, the Chief's circular regarding "a full day's work for a full day's pay," was aimed straight at you in patrol.
Hmmmm. I understand that the majority of the marshals had originally transfered from patrol stations around H P D. I also know that a majority of them have 15 years plus of service (many of these on patrol).
I heard that seniority meant something in this department a long time ago. But, apperantly not. I guess that the 20 year veteran patrol officer, who just happens to be at a patrol station, is next to be out-ranked by the rookie. This is an extremely slippery slope I've seen the union fail to recon with.
These marshal officers (officers none the less) found homes, signed off by the sending and receiveing patrol (yes patrol) stations months ago. But, they were stopped, by who else? Chief King (and from what I heard, Gary Blankenship's help). Yes, they had 6 months to find homes, and they did! So why were they held back? Maybe there is some truth to these allegations, and it's a little bit more than playing the "race card."
Makes you wonder how deep this could go? If you are really interested in it. Take a look at the union board members who have been indicted lately. Did you know that the union has a "union only" run extra job? Bet you can't guess doing what. Running warants! Hmmmmm, eliminate the competition for your own good. Wonder who wrote the previous comments. Way to go, seekers of self gain!!!Again. Is it legal for you to work for a private security agency? Oh yeah, you used HPD PAC money to bribe the legislature and make a special law just for you guys. Our money well spent yet again by an "honest" union looking out for number one!

Okay. Let me see if I get this right:
First: City pays millions of dollars to private firm of attorneys to clear city warrants.
Then: Private attorney firm hires HPOU boardmembers to act like they are running warrants, but have no standards of productivity.
Then: HPOU boardmembers runs along side of the city (Chief King) in eliminating the marshals divison (their only on-duty competition).
Finally: Chief King wins for making a name for herself in a hope to reach Executive Assistant Chief. And, of course the HPOU board wins. Look at their wallet from the extra job (which is public record - should the permits be pulled).
Oh yeah, I wonder who the cousin/brother/lover of the law firm is? (Does the name Linebarger or Gosylheim Attorney at Law mean anything to city employess?)I'm sure someone knows. Maybe when deals are being reached with the D.A., those indicted will give up all of the corruption to save themselves. IT IS EVERY MAN FOR HIMSELF. Lastly, I remind those in the department, and newly elected HPOU board members that are not yet corrupted: Stay true to blue (don't sell out to the greedy green monster that others felt so entitled to because of the allignment of the moon with the stars and just because they could.
No wonder I was told not to ask about those white trucks with all the cameras parked in the central station's garage.
What kind of kickbacks are King and Blankenship getting for selling out their own to this private endeavor???

By the way the actual name of the firm is Linebarger Goggan Blair & Sampson, LLP.Theire Houston office is located across the street from chief King (at 1301 Travis), I guess for easy referals or access. There own mission statement says they in a sense pay off police officers, but put into legal words under their web explanation of "Court fees and fines."
What a scam! I wonder who else has had extra job permits at 1301 Travis...it would be interesting to find out.
1st of all, I will point out, I worked patrol for 16 years at 3 different stations. I worked in Marshals until disbandment. I know that a white officer in the Marshals who worked in our divisions admin unit was interviewed to work in Chief Kings Office. The other admin officer in Marshals was not even given interview and she is a black female. All the supervisors spoke very highly of this female. MY QUESTION IS WHY DOES CHIEF KING HAVE NO BLACK OFFICERS ON HER ADMIN STAFF?
The same reason that all of Chief Wong's staff are asian, and all of Chief Edwards staff are black...Get over it!
A few years ago I worked at extra job at the Jewish Community Center. The Center had a huge event going on and had a couple of dozen officers working the event. Captain King (now Chief King)coordinated this job.
She told me and other officers assigned to monitor the parking lot that any black or hispanic people walking in the parking lot were there to break into cars. She wanted us to stop them without any probable cause in a public parking lot. We were not told to monitor any white people walking thru the parking lot.
There is a lot of low income apartments near the center and people cut thru this public parking lot to get to the bus stop quicker.
Now some officers in Marshalls say she is a racist. I personally believe they may have a point.

On the other hand, King has a white captain over Special Operations, A white captain over Accident/Mobility/Vehicular Crimes - or whatever they are calling themselves this week, a white captain over the Air Support Division, a white captain over Traffic Enforcement, and she threw out a Hispanic lieutenant in Traffic and replaced him with, what a surprise, a white lieutenant.

While this does not seem fair, I cannot see where the allegation of rasicm fits. It's crying wolf like this that causes legitimate charges of racism to get ignored.
You don't see racism in the fact that all the minorities had to pick their assignments last? King said, "Fair is something you pay to ride a bus." I wonder how Rosa Parks would have reacted to that.
I find it interesting that there's a new post on the Insight regarding how racism is alive an well and yet a handful of King supporters are trying their best to keep a lid on what's happening right in our own Houston Police Department.

Yes, racism does exist within HPD not by white's, but other races as well including Blacks. The problem with these officers complaint they didn't prove discrimination. I believe someone is taking advantaged of the race card, because there a 50/50 make-up of race within the Marshall's Div.
As for the officers being lazy this is true, on most days these building security officers would either stand around or sat down talking. I think the div was carried by the field units or other programs that cleared warrants. I believe we can't just blame the officers for being lazy i blame the Marshall's management, it appears there was no accountable. This is a problem all over the department since Hurtt became Chief, his management style giving Captain's most or all the responsibilities has failed, and set the department back. Racism has become the norm. Not to mention the corruption we're seeing. HPD is a New Orleans or LA in the making.
Were not the City Marshalls originally hired as Class B officers, while HPD officers are Class A?
