One of the previous posts on here addresses the issue of the city bagging meters while someone is already parked there. Then that person ends up getting a ticket. It happened to me. But the new head of Parking Enforcement has responded. And just a note I have met Ms. Rambo several times and she seems to be a very fair and cordial person. She's a welcomed addition to the city of Houston by way of Florida. Her response is below:

Below is the process of how a meter is bagged:

A customer calls in to request a certain meter(s) be bagged. Any citizen/company may request to bag a meter. The cost is $11.50 per day, per meter. If the meter bag request is for 3/25, we will bag the meter on 3/24 after 6 p.m. (when the meters are no longer operational). At times, customers call at the last minute requesting that a meter be bagged. In order to meet the request, we will sometimes bag meters before 6 p.m. We then place a notice on the vehicle that prevents a passing Parking Enforcement Officer from issuing a citation.
The notice reads:

"To all Enforcement Officers: This vehicle was here prior to the meter bagging of this parking meter."

The notice also lists the location, time, date and plate number of the vehicle parked at the bagged meter (Enforcement Officer completes in this information). This notice will protect the vehicle that was parked at the meter before it was bagged.
Any vehicle coming in after that vehicle will be cited for parking in a Tow-Away Zone. The bag on the meter is marked clearly "No Parking Tow-Away Zone."
The vehicle parked at the bagged meter in the photo was not cited. The PEO did not have a copy of the notice, but wrote a note on one of our green envelopes to prevent other officers from writing the citation. There was no citation in the envelope.
In regards to your case, not knowing the details, if you indeed received a citation for parking at a meter that was not bagged prior to your parking, then I would encourage you to contest the citation.
