I could take the black pride stance and ask -- "Why the brotha always gotta be an animal? First he was Curious George and now he's a Dog?" Sounds like a conspiracy. A C-O-N-spiracy! lol
But I'm not even gonna go there. In this oversensitive world that finds a racial undertone with every little joke I have to admit - this is on the humorous side because truth be told Obama is definitely biting that tail to the surprise of many!

I dont think it was meant to be funny. I think its a clear form of freedom of speech and clearly someones outlook on what we have going on over here.
