COULD THERE BE A SHAKE-UP AT THE AFRO AMERICAN POLICE OFFICERS' LEAGUE?


The Insite is hearing lots of rumblings about the African American Police Officers' League in Houston.  The organization I'm told represents just under 400 members of the Houston Police Department.

There are a lot of people asking this question: Since when has the organization held an election?  Most members say they can't seem to remember one even though they're supposed to be held  every year.

Sources who are a part of the organization say officers pay anywhere from $10 to $20 a month in dues.  They're now trying to determine if they're getting their money's worth.

A snapshot of the organization on the internet shows an annual income of $72,000 back in 2008.  Those older records also indicate there was at least $52,000 in assets (2008) held by the group that represents African American police officers at HPD.

The Insite hears some long time officials with the group are now leaving after some expressed their concerns about the effectiveness of the league.

Members who remain with the body say they want to know where the money is going, what it has been spent on, and why haven't there been yearly elections as required under the constitution bylaws of AAPOL.

    I AM NOT SURPRISED AT ANY OF THESE REVELATIONS. AAPOL IS NOT A UNION , IT IS A SOCIAL ORGANIZATION THAT HAS ALOT OF PARTIES. THEY DONT FIGHT FOR ANY ISSUES THAT CONCERN BLACK OFFICERS ON THIS POLICE DEPARTMENT. THE PRESIDENT MITCH RUFFIN IS THE WEAKEST UNION HEAD IN THE DEPARTMENT AND MOST BELEIVE THAT HE AND HIS BOARD MEEMBERS SPECIFICALLY NORRIS GROVES AND DENNIS NEAL ARE A BUNCH OF BIG UNCLE TOMS.   2. Wow! Could this be true and if so who can we turn to? There's no trust in our local authority. The true blue has melted away. If what Isaiah says is the gospel, them there should be a shake down going down. And not the kinds of shake down officers are use to giving. There should be a complete investigation and while this is under way certain office holders should step down until the competition of the investigation. And during that period allow the board of trustee's to run the business at hand. However if there's any criminal finding then it should be dealt with as any other crime against law and order. To think that officers and especially black officers would do something unethical really hurts and send a bad message to our youth of today. As “Robin” the boy wonder would say “Holy Cow Batman” May God Bless

    Well, Well, Well, missing money, payoffs to Constable Mae Walker AAPOL being run by a President, Vice President and Board that are a bunch of uncle toms. The missing money would not be so bad if they were fighting for the Rights of Black officers. You cant be a full time uncle tom and have missing money. It is time for Mitch Ruffin and his handpicked flunkies and uncle toms to step down. We need a President and Vice President that care about the Rights of black officers and will stand up and fight for those Rights. This charade has gone on too long. The district attorney may need to step in to find out what Mitch and the Board have done with the money. Maybe Jail time might be in order?

    What did they pay Constable Mae Walker for? How much did they pay the Constable? Is this why AAPOL is broke? This union has been neglectedand mismanaged for 14 years. Please open up the bookss and let the members see the bank statements. President Mitch Ruffin, what are you hiding? Have you stolen any money from the members?

    We need new leadership at AAPOL. The clowns on the board, president and vice president have turned this into a party and picnic club and have neglected black officers who have lost there jobs unfairly and who have been disciplined unfairly. Mitch Ruffin. Norris Groves, Dennis Neal, where is the money. If any of you had an ounce of decency you would step down today.

    Those in AAPOL that have misappropriated money, that have misapplied funds of the membership should go to jail. It is time for Mitch Ruffin to step down.

    The theives should be thrown out and if they violated the law they should be prosecuted. I have put to much money in AAPOL for years for them to steal my money and not help officers that need help. Why were they paying Mae Walker. This smells bad.

Several years ago the vice president of AAPOL, Norris Groves, and one of AAPOL's board members, Dennis Neal,along with several other black officers who worked at the Southeast Patrol station signed their names to a letter of support for Captain Arnie Anderson. The letter was addressed to the Chief of Police requesting that Arnie Anderson, who is a white male, not be removed from the Southeast Division for making a racial slur that was overheard by a black officer. It is my understanding that Arnie Anderson said that "Hitler had the right idea to kill all the niggers and the jews." It is my understanding that Arnie Anderson got a 7 day suspension for this comment but he got his days back in an HPD appeal hearing. The main reason that he got his days back was because the attorney's for HPD did not subpoena any witnesses against Arnie Anderson. Several black officers complained to the president of AAPOL, Mitch Ruffin, that the vice president of AAPOL, Norris Groves, should not have signed his name to such a letter, but no action was ever taken against Norris Groves by AAPOL.

    One member of AAPOL says that he went to Mitch Ruffin and told him that he needed to talk to the AAPOL attorney about an issue that he had at Southeast Patrol, and Mitch Ruffin refused to allow him to talk to the AAPOL attorney and Mitch told him that since he was a member of AAPOL and HPOU that he should go and talk to the HPOU attorney and not the AAPOL attorney. Another member says that he got into a shooting one night and he called Mitch Ruffin from the scene. He said that it was his understanding that the AAPOL attorney was going to come out to the scene of the shooting. The member says that no one from AAPOL ever came to the scene, and to this day no one from AAPOL has ever contacted him about the shooting. Needless to say that the member immediately terminated his membership with AAPOL.

    Recently an arbitration hearing of AAPOL member,Sgt. Wilbert Pete, was held. In the hearing Captain Lori Bender testified that Norris Groves and Dennis Neal came to her and told her about a conversation that Sgt. Pete had with the president of AAPOL, Mitch Ruffin, about a situation at Southeast Division (Sgt Pete, Norris and Neal all worked at Southeast where Lori Bender was the captain). She testified that Norris and Neal wanted her to know, before she heard any rumors, that they (Norris and Neal) were not the ones complaining about the situation but that it was Sgt. Pete who was complaining to the AAPOL president. In the same arbitration hearing the vice president of AAPOL, Norris Groves, testified for the City of Houston against Sgt. Pete, an AAPOL member. Norris claims that he and Sgt. Pete had a conversation about the IAD case that Sgt. Pete was terminated for. Norris' testimony was about this so called conversation that he claims that he had with Sgt. Pete. The arbitration hearing was purely administrative. Norris was not a part of the IAD investigation. So the question is why was the vice president of an empolyee union testifying against one of his own members about a private conversation that he claims that he had with this member? This was brought to the attention of the president and the board members but they protected Norris and he is still the vice president.

    The only press conference that I have ever seen Mitch Ruffin hold was to support former police chief Harold Hurtt, who most people believe was the worst police chief in the past 25 years that HPD has had. I have never seen Mitch Ruffin hold a press conference in regards to racism, discrimination, retaliation, or the unfair treatment of any black officer.

    The leadership of AAPOL has chosen not to hold elections in approximately 14 years which means that the same people have been able to hold their offices year after year. In my opinion this is as crooked as it gets. The members of AAPOL should be ashamed for not being more involved and for not holding the leadership of AAPOL accountable for their actions. As for the finances, an audit needs to be done and if it is found that there has been any misappropriation of funds then it needs to be turned over to the district attorney's office so that an investigations can be conducted.

    At a recent general membership meeting Sgt. Pete gave the board members a formal written Petition for the Impeachment of the vice president of AAPOL, Norris Groves. It is my understanding that the petition was based on the allegations that I previously metioned that Norris Groves has committed. Instead of following Article VII, Section E of the Constitution of AAPOL, which governs the impeachment process,the board members followed Article XII, Action Without Meeting, of the Constitution. The Constitution and By-Laws of AAPOL can be found on the AAPOL website at WWW.AAPOL.NET

    At the following general membership meeting the board read their written reply to Sgt. Pete's petition to the members and gave Sgt. Pete a copy of the written reply to his petition of impeachment. The reply basically stated that the board was not going to impeach Norris because they felt that Norris had not done anything wrong. There are 4 board members and the written reply that they gave Sgt. Pete was signed by 3of the 4 board members, Dennis Neal, Kycha Williamson, and Melba Hogan. The 4th board member, Mary Young, stood up in the meeting and told the members that she did not agree with the way that the other 3board members were handling the petition and therefore she did not sign her name on the written reply the had been read.

    President Mitch Ruffin and his handpicked board along with Norris Groves his Vice President have not had an election in 14 years. AAPOL has 52,000 dollars in the bank. What have they spent the money on? Every Black officer on this police department should be concerned about these serious issues. How much money did Mitch, Norris Groves and Dennis Neal get a hold of? Why were they paying Constable Walker an elected politician. How much was she paid? Who was signing the checks? Did the board vote on this application of funds? We may never know how many state laws, federal laws, and non profit violations that this board and Mitch Ruffin have violated. At the next general meeting all the members should want to see the financial statements and the bank statements. We all need to know how much money is missing. The only right step to take at this point is for the whole board to step down because if they have not been elected by the membership, all you have is a bunch of flunkies and uncle toms that owe their allegiance to mitch ruffin because he handpicked them all. When we have the next general membership meeting everyone needs to pay attention to the maneuvers that mitch and norris and neal will try to use to keep other people from running for president, vice president and the board. Now we get to see a group that never paid attention to bylaws before think of ways to try to hold on to power. This is so they can keep hiding the facts of where the money has disappeared to. Mitch, Norris and Neal, should apologize and step down.

    A jail cell would be a good place to place those that have plundered the money that should be in the coffers of AAPOL. I dont know how Constable Mae Walker would get mixed up with these shady characters. Mitch has always been a sorry and weak president. Norris Groves has always been the biggest Uncle Tom in the Police Department and Dennis Neal is his running buddy. They say birds of a feather flock-----. My advice to you three is when the feds show up cooperate and when they put you in that small cell with Big Daddy he wont be so hard on you when the lights go out.

    I will be at the next general meeting to ask Mitch were in the Fu-@3..* is the money at? There are also many officers at my station who want to know the same Fu@#$% thing.
