PARENTS: IT'S NOT FAIR TO THE KIDS AT CY-FAIR!

A group of parents in the Cypress Fairbanks Independent School District is very upset.  Debbie Williams, who has children in the district, says they're outraged that the district is now charging non-profit groups to use the track fields.  Williams says in previous years there wasn't a charge to use the school district owned and operated fields.  Now, according to a fee schedule issued by the district the price has gone from $0 to upwards of $60 an hour with a minimum of a two hour rental.  There are also insurance requirements to rent the fields.  Williams says it's like parents are being charged twice to use the facility.  She says once through the ISD taxes and a second time to rent the track fields.  Parents are so upset they're meeting about the issue Thursday night. How is the district responding to the complaints from parents?  We're working to get their response!

Meeting information from Debbie Williams: Cy-Fair Minority Parents Association is kicking off another year with their 1st meeting Thursday October 20, 2011@ 7:00pm when they focus on sports and education featuring Spencer Tillman, CBS sportscaster and author.  The meetings are held every 3rd Thursday of each month at Lone Star College-Cy-Fair, 9191 Barker-Cypress in Cypress, TX in the Harris County Library Community Room.

Our track club founders will be attending this meeting to bring up the concern of the new usage fees for using some of the Cy-Fair ISD High School facilities. 

We feel that since we already pay our Cy-Fair school taxes (which is one of the highest school tax rates in the State of Texas) that we should not be charged additional usage fees for using these facilities, especially since CY-Fair ISD will not be charging individuals to use these same facilities.
NOTICE TO CY FAIR ISD RESIDENTS: 

USE OF CY-FAIR ISD HIGH SCHOOL TRACKS:

Many CFISD high school running tracks are unlocked during non-school hours and weekends for community use by individuals when not in use by the district.  No application is needed for this individual usage.  No high school track equipment is available for use, and tracks are to be used for walking and running only.  These tracks are NOT AVAILABLE for group practices, clinics, camps, or other events. The football fields inside the tracks are not to be used.



The tracks designated for individual community users are:

Cy-Fair HS 22602 Hempstead Hwy, Cypress 77429

Cypress Falls HS 9811 Huffmeister Rd., Houston 77095

Cypress Lakes HS* 5750 Greenhouse Rd., Katy 77449

Cypress Ranch HS* 10700 Fry Rd., Cypress 77433

*These 3 tracks are closed after dark and on weekends due to gate issues.

Other tracks and the associated bleachers, restrooms and pressboxes are available to rent by youth organizations for group practices, clinics, camps, or other events.  These tracks remain locked when not reserved for use.  Most track and field equipment is not available for use during rental.  Hurdles are only available to rent for competitive events, not for practices or clinics.  Any practice hurdles or other equipment brought in by the group must be taken out after each use.  There is no storage available.  The football field inside the track may not be used.

The cost of rental of the track and associated areas is:
* School nights - $40 hr (2 hr minimum)
* Weekends and non-school days - $60 hr (4 hr minimum on weekends)
*Hurdles are available to rent for competitive events only - $100 per day.
Larger events requiring security or more staff will result in additional hourly cost.
 ($30 hr per security officer, $20 hr per addtl custodial or grounds staff)

All rented athletic facilities are supervised by district personnel.

Application Requirements:
**copy of IRS 501-c-3 Letter of Determination in the name of the renting group.

**Insurance certificate listing Cy-Fair ISD as the certificate holder. (see attached  information sheet and/or your insurance agent)

**Completed and approved application.  
**Roster of participants listing names, addresses, ages, and schools attended (80% of roster must be CFISD residents.)

Any paying or non-paying groups authorized to use a district facility shall provide certificates of insurance evidencing all policies and endorsements required by this section. No facility use will be allowed until all requirements of this section have been approved by the district in writing. Insurance policies and certificates shall contain a provision that at least 30 days prior written notice shall be given to the district in the event of cancellation, coverage change or non-renewal. Insurance shall be underwritten by a company rated not less that B+VII in the “Best’s” latest published guide. The district shall be named an additional insured by endorsement on the CGL and umbrella liability charges. Workman’s compensation as required by statutory provisions.
