Houston police officers tell the Insite they've been told not to ticket or arrest the participants of Occupy Houston in city parks by their supervisor. Those sources say they were told in roll call at the department's special operations division. One officer said it was understood the protesters should not be arrested for sleeping/camping out in the parking, using the restroom outside or even littering. That officer says he believes it's a double standard because members of the city's homeless population are cited or arrested all the time when they're caught in the park after dark. Keese Smith with the Houston Police Department says the officer's claims are not true. Smith says a chief over the division says that order was never given. My source asked if that chief was in roll call when they were given the order!
