IS IT OK TO LEAVE YOUR DOG IN THE CAR WHILE YOU WORKOUT IN THE GYM?

I know a lot of pet owners treat their dogs like their children.  So, I was shocked to see a poodle left in a car by its owner at a local gym at 5am.  When I arrived the dog was whimpering.  When I came out of the gym at least a hour later the dog was still alone and whimpering.  Poor dog.  Sometimes I get mixed up on the rules between leaving dogs and children alone in a car.  Is there a limit for leaving dogs behind in a vehicle?  Let me know because I was thinking about calling the SPCA or CPS!
